The BOWSER Act and federal highjacking of local governance – Greenpeace – Greenpeace

WASHINGTON, DC (March 10, 2025) – In response to the BOWSER Act introduced by Rep. Andrew Ogles and Sen. Mike Lee meant to repeal the DC Home Rule alongside the push to remove Washington D.C’s inspiring Black Lives Matter mural, Dr. Folabi Olagbaju, Greenpeace USA Democracy Campaign Director, said

“The BOWSER Act is a blatantly racist attack on DC home rule and yet another attempt by radical right wing lawmakers to strip Black and Brown communities of their rights and self-determination. DC’s majority Black and Brown residents deserve the same rights as other people living in the United States: they should be allowed the autonomy of self-governance and full representation in federal legislation.

The recent efforts to erase evidence of Black resistance demonstrate just how far these extremist congressional officials will go – not to address the most pressing issues facing our communities, but to divide us.”

The BOWSER Act is part of a broader pattern of federal overreach aimed at undermining progressive cities and states. Greenpeace USA calls on all members of Congress to reject this assault on democracy and affirm DC residents’ rights by voting against this bill.
